See a pattern and what holds it

Why does every push snap back?

A campaign holds a council to a promise; when attention moves on, the promise slips. Effort goes in, and the state slides back. Here a state sits in a landscape whose valleys are the states the system returns to by itself. Compare holding the state where the landscape has no valley with changing the landscape so that it has one.
